Start-> in search field type "command prompt" oepn it, type in: ping google.lt -t and press enter, see ping, if it's about 30-40ms constant, that's ok, if it jums up and down, that's a problem.

Mine is 90-130, with cable, speed test on Kaunas server is 3ms. I use now DdosGuard proxy, but dont know how it's called with newest update, i think FR or pro managed. Or maybe the problem is with your ISP, are you using wireless or not.... cuz i had problems with wireless, constant lag spikes.
